23. DELOS IST-1999-12262 (A NETWORK OF EXCELLENCE
ON DIGITAL LIBRARIES)
EU FP5 project from 1 January 2000 for 3 years. DELOS will provide
a context for the continuous development of an international research
agenda and constitute a reference point for Digital Library (DL)
projects funded by the IST Programme, stimulating the exchange of
experience in this multidisciplinary area. It will make test-beds
available, facilitate their interoperability, and provide mechanisms
for the evaluation of models, techniques, and approaches, and the
exchange of open-source software components. It will contribute
to the definition of relevant standards. Appropriate take-up models
will be developed to facilitate the exploitation of DL technologies
by industry. A network of links with the international research
community will be created. The activities will be organized under
five Forums: DL Research, Evaluation, Standardization, Dissemination
and Technology Transfer, International Co-operation.

24. INTERNATIONAL NETWORK OF PUBLIC LIBRARIES
A Bertelsmann Stiftung funded project that works on the assumption
that the cooperation of a small, highly motivated and flexible group
of experts of the international public library scene will be able
to produce and efficiently disseminate innovative solutions. The
International Network of Public Libraries is intended to have a
high level of practical relevance: Future-oriented model solutions
are developed by practitioners for practitioners. The objectives
of the network are to pool international know-how, to strengthen
the exchange of experience among public library experts, to develop
successful concepts and above all, to promote their practical implementation.
Future-oriented model solutions are developed by practitioners for
practitioners. Network phases last about 18 months and each includes
a conference. Two phases have been completed since 1997. The current
phase 3 1999-2000 focuses on Learning from other industries; Leadership
and management; Libraries as part of the public sector; Future-oriented
offerings.

25. RLG CULTURAL MATERIALS INITIATIVE
Participants in RLG's 2000-2003 initiative for RLG members, which
was announced January 2000, will develop best practices and conditions
for creating electronic surrogates of cultural materials. They will
also address institutional intellectual property mandates, contribute
to a collective, "critical mass" resource of unique or rare cultural
materials, and ensure that the resulting service is international,
representative, and self-sustaining.
Supported by a grant from the Ford Foundation. In December 1999,
Yale, Cornell and Oxford universities, the New York State Archives,
Library, and Museum, the Chicago Historical Society, and the International
Institute of Social History (Amsterdam) agreed to play a lead role
in a member alliance for the future development of the initiative.
At the beginning of June 2000, there are 34 institutions in the
alliance. RLG will be working with IBM's DB2 software, which has
object-relational database capabilities.
